If you are aiming at Groups I, II–IIA or IV, the useful daily habit is not “read everything”. It is to sit a short exam that forces you to place a headline on the Tamil Nadu map — who implements, who funds, which Act is in the way.

Stem. A city lake is choking with an invasive weed, and residents name Greater Chennai Corporation, Public Works and Water Resources in the same paragraph. The Group-paper move is to:

  1. treat the photograph as the syllabus
  2. ask which desk has legal custody of the waterbody, which desk funds desilting, and whether a State Act or policy note actually binds the discharge of sewage into the lake
  3. wait for a coaching PDF titled “important for Group IV”

Hint: Administration is a map of desks.

Explanation: Hyacinth is ecology. Marks sit in GCC versus PWD versus WRD, and in the parent rule on water and pollution. A scheme without a department is a slogan; a lake without a custodian is a caption.
